Around half of its total oil exports go to the EU. In 2021, the EU imported €71 billion worth of oil: crude oil (€48 billion) and refined oil products (€23 billion) from Russia. Losing this leading lucrative market has a significant structural effect on Russia, whose budget relies substantially on these oil revenues.
The EU has prohibited the import of seaborne crude oil and refined petroleum products from Russia. The impact of the oil ban on Russia is significant. Around half of its total oil exports go to the EU. In 2021, the EU imported €71 billion worth of oil: crude oil (€48 billion) and refined oil products (€23 billion) from Russia.
In its 18th sanctions package, the EU has banned the imports of 'oil refined from Russian crude'. The regulation bans imports from countries that are 'net importers' of crude oil. Net export status does not preclude the import and refining of Russian-origin crude, especially in jurisdictions with flexible or opaque crude sourcing practices.
The import ban on Russian coal affects one quarter of all Russian global coal exports, amounting to an €8 billion loss of revenue per year for Russia. The EU has prohibited the import of seaborne crude oil and refined petroleum products from Russia. The impact of the oil ban on Russia is significant.
Russia's fossil fuel export revenues have fallen since the sanctions were implemented, subsequently constricting Putin's ability to fund the war. However, much more should be done to limit Russia's export earnings and constrict the funding of the Kremlin's war chest.
Meanwhile, Russia has focused on exporting oil and natural gas to regions outside the EU to maintain its resource revenue. This paper analyzes the achievements and challenges facing this EU policy of 'de-Russification' and the trends among countries actively purchasing fossil fuels from Russia.
